A bylaw adopted 13 years ago by Windsor, Ontario requires pool owners to open their pools no later than June 1. If you don’t follow through, there is a $200 charge plus tax if you fail to open your pool by June 1.
A report from CTV News states that the bylaw will be enforced if a complaint is received. After a complaint is received, an order can be sent to the pool owner concerned to open the pool. The fee for this would be $200 plus tax. This covers the time and efforts caused by the city officials.
In another report from iHeartRadio the manager of city inspections said: “If [the pool owners] kept their cover on during the summer and if they didn’t open the swimming pool, they would have to keep that cover clear of any debris or water standing. The same would be true if they open their pool. The water in the swimming pool must be filtered, recirculated and free of debris.
CTV News also reported that the purpose of the bylaw was to prevent mosquito breeding and the spread West Nile virus.
In the same article, a local pool owner said that he began receiving calls from local pool owners to open their pools as soon as the weather started warming up. He also advised those who were late in opening their pools to do so as soon as possible, otherwise they would be charged by city officials. In the report, he said that “you can pour some chlorine on top the pool cover and swirl it around to ensure that you do not breed mosquitos.” Pool owners can also buy simple pool opening kits that are easy to use.
