Pool & Hot Tub Alliance Standards Consensus Committee Announces New Chair and Members

The Pool & Hot Tub Alliance (PHTA), the trade association representing the swimming pool, hot tub, and spa industry, is pleased to announce the appointment of a new Chair and four new Voting Members to the PHTA Standards Consensus Committee (SCC). The SCC is PHTA’s official consensus voting body, responsible for reviewing and voting on all pool, spa, and hot tub standards to be approved by the American National Standards Institute (ANSI). Members of the SCC are classified into one of four interest categories: Producer, User-Government, User-Consumer, or General Interest.

The new Chair of the SCC is Bruce Carney, Owner of American Pools & Spas in Cabo San Lucas, Baja California Sur, Mexico. He served as SCC’s Vice Chair for nearly two years and has worked in the pool industry for more than 50 years, with experience in pool design, construction, renovation, maintenance, and management. He has contributed to many industry publications, including PHTA/ANSI standards and training manuals for PHTA, the National Swimming Pool Foundation (NSPF), the American Red Cross, and the U.S. Olympic Committee.

The SCC’s four new Voting Members are:

  • Amrit Singh Gill, User-Consumer: Amrit Singh Gill is Manager of Facility Support Services, FAM Design Team at Walt Disney World in Orlando, FL, where he operates and maintains more than 160 recreational bodies of water. He helps to develop Walt Disney World’s internal standards and ensures their aquatic facilities are compliant with local regulations. Gill earned a Master of Science in Mechanical Engineering from the University of Florida and is a licensed Professional Engineer (P.E.) and a Certified Pool & Spa Operator (CPO).
  • Frank Goldstein, General Interest: Frank Goldstein is President of Chesapeake Aquatic Consultants, LLC, in Chester, MD. He has worked in the aquatics industry for more than 50 years as a lifeguard, aquatic instructor, aquatic director, and other key roles. He received the 2015 PHTA Fellow Award for making distinguished contributions that raise the professionalism of the industry. Goldstein earned a B.A. in Secondary Education from Shepherd College and is a Certified Pool & Spa Service Professional (CSP).
  • Jennifer Huang, General Interest: Jennifer Huang is Senior Technical Regulatory Consultant for ApothaQuali Solutions LLC in Ballwin, MO. Huang has volunteered with the Council for the Model Aquatic Health Code (CMAHC), American Chemical Society (ACS), and PHTA, among other organizations, and has presented at the World Aquatic Health Conference (WAHC) and Association of Aquatic Professionals (AOAP) Annual Conference. She earned a Bachelor of Science in Chemistry from Truman State University.
  • Ashley Hofferber McKay, User-Consumer: Ashley Hofferber McKay is Aquatics Recreation Supervisor with the City of Plano in Plano, TX, where she maintains multiple aquatic facilities. She has been working in the aquatics industry for more than 20 years. McKay is a Certified Parks and Recreation Professional, Water Safety Instructor, CPR Instructor, Lifeguard Instructor, and CPO Instructor. McKay is treasurer of the North Texas Aquatics Association. She attended Texas Woman’s University.

“It has been an honor to work with PHTA staff and members of the SCC these past few years, first as the Vice Chair and now as the Chair. To have so much expertise and experience in one group is truly amazing, and adding the new members should provide fresh viewpoints to many discussions,” says Carney. “In the next few years, the SCC will be responsible for approving several very important standards. We are also taking on the new concept of ‘continuous maintenance’ on several standards, which will allow quicker updates as changes in information and technology occur. I look forward to the challenges we will have and feel comfortable that we will be a big part of providing a safer experience for all aquatic users.”

For more than 40 years, PHTA has been the leading industry organization recognized by ANSI to develop and promote national consensus standards for residential and public swimming pools, hot tubs, and spas.
