Pool & Hot Tub Alliance Completes Revision of PHTA-12 Standard For Plastering of Swimming Pools, Begins ANSI Public Review Period

(Alexandria, Va.) – The Pool & Hot Tub Alliance (PHTA), the trade association representing the swimming pool, hot tub, and spa industry, welcomes public review and comments on revisions to the ANSI/APSP/ICC/NPC-12 2016 American National Standard for the Plastering of Swimming Pools and Spas. Public review is a fundamental part of the American National Standards Institute (ANSI) standards consensus development process.

The PHTA/ICC/NPC-12 standard addresses the cementitious interior finish of swimming pools, spas, and other aquatic facilities, both public and residential. This is an essential document for anyone developing specifications for swimming pools.

The draft revision of the standard is now available during the 45-day public review. The public review draft can be found on the PHTA website and includes updates and revisions to the language used to standardize the plastering of swimming pools and spas. New content was added to ensure the standard reflects current industry practices and requirements. The PHTA Standard Writing Committee also made revisions to clarify sections, including those on applicability to public and/or residential pools and spas. Many of the changes were developed in coordination with members of the National Plasterers Council (NPC).

The PHTA-12 standard sets forth the identification and stipulation of non-structural cementitious finish coating materials for usage in plastering, the application and finishing methodologies based on common accepted trade practices, and the installation of non-structural cementitious interior finish coatings for in-ground swimming pools or other cementitious water-containment vessels.

This standard applies to pool builders, manufacturers, plastering companies, pool service companies, testing laboratories, certifying bodies, pool designers, public health and building code officials, local municipalities, and pool and spa operators, as well as consumers who use this type of pool.

PHTA invites all pool, spa, and hot tub professionals, as well as non-industry members, to review the revisions and submit comments for consideration. The ANSI public review period for the PHTA-12 standard was published in the ANSI Standards Action on October 18, 2024. All public review comments are due by December 2, 2024.
