PHTA Announces Revision of APSP-13 Water Conservation Efficiency Standard; Calls for Change Requests and Committee Participation

The Pool & Hot Tub Alliance (PHTA), the trade association representing the swimming pool, hot tub, and spa industry, is pleased to announce the upcoming review and revision of ANSI/APSP/ICC-13 2017 American National Standard for Water Conservation Efficiency in Residential and Public Pools, Spas, Portable Spas and Swim Spas, and calls for Subject Matter Expert (SME) participation in the new PHTA-13 Standard Writing Committee (SWC).

The PHTA-13 SWC will revise the standard, which addresses the efficient use and conservation of water for residential and public pools, spas, portable spas, and swim spas. It is also intended to assist local jurisdictions and other regulatory bodies, where necessary, in their water conservation efforts during drought and impending drought conditions.

With the world placing increasing demands on finite water resources, the responsible use of water is an increasingly urgent concern for governments, non-governmental organizations, industrial and corporate users, and private individuals. Major corporations that make significant use of large quantities of water, such as hotel chains, are incorporating water usage and energy efficiency into their corporate social responsibility reporting metrics. The PHTA-13 standard demonstrates the pool and hot tub industry’s commitment to water conservation and the sustainability of its lifeblood: water.

The SWC will meet under the American National Standards Institute (ANSI) periodic maintenance process to review and consider revisions to the standard. SMEs who would like to serve on the SWC must be willing and able to actively participate in the language drafting process and have a working understanding of the current standard. The anticipated timeline for this project is approximately one year.

All stakeholders, including pool builders, manufacturers, pool service companies, testing laboratories, certifying bodies, pool designers, public health and building code officials, local municipalities, pool and spa operators, and the general public are invited to apply to serve on the PHTA-13 SWC. PHTA seeks to establish a diverse SWC, ensuring a reasonable balance between all interest categories, individuals, and organizations. Some priority will be given to applicants who have experience using, applying, and enforcing the APSP-13 2017 Standard. Read more about how to participate in the process, or complete the application to serve as a PHTA-13 committee member here.

Interested parties who may not be SMEs or active users of the standard are encouraged to attend meetings as observers throughout the revision process.

Stakeholders are also invited to submit change requests to the existing APSP-13 Standard for inclusion in the revised standard. These change requests will be reviewed by the PHTA-13 SWC. Change requests can be submitted here and must be submitted by May 14, 2025, to be considered during this revision cycle.

Completed SWC application forms must be submitted to PHTA by May 14, 2025For more information, visit the Participate in the Process page, phta.org/standards, or contact April Nowicki, PHTA Manager of Publications and Standards Development, at [email protected].
